Congressman Turner floor remarks on NDAA amendment on nuclear deterrence

Ohio Congressman Michael Turner says in debate on an amendment to the fiscal 2020 national defense authorization that the bill had a requirement for the W 762, a low yield nuclear weapon currently headed for submarines to be pulled and not deployed, a weapon the Defense Department determined was needed and the year before on a bipartisan basis was funded and approved for deployment but Congress would reverse course by deciding through unilateral nuclear disarmament to pull back defense weapons, asking why it was needed to since Russia had adopted a new escalate to de-escalate nuclear doctrine believing that the first use of nuclear weapons could de-escalate a fight as opposed to escalate it by deploying low yield nuclear weapons and even practiced scenarios using the weapons believing that the United States with larger weapons would be less likely to respond, a BBC report documented a scenario assuming the US were not answer back with a very large nuke but the problem was it was a step to reduce the nuclear arsenal in place only to deter adversaries so they never think of nuclear weapons.
