Eliazar Jacobo, 58, reacts with joy as more than a hundred parents and concerned citizens showed up at Los Angeles Unified School District headquarters in downtown to deliver more than 300 signatures to John Deasy, the superintendent of schools, in hopes of invoking the first use of the controversial parent trigger law in Los Angeles. The school, 24th Street Elementary School, has some of the lowest test scores and highest suspension rates among elementary schools in the district.
